It is a Rolls-Royce Phantom III Labourdette Vutotal Cabriolet. I suspect the little knobs on the covers might mean that they are pull rather than pop up. Not sure Des.

A favourite subject of mine, the fab 1930s and especially the high-end French coachbuilders like Figone & Falaschi, Labourdette, Letourner & Marchand and more - almost in the same league as Gurney Nutting.
Anyone has similar tastes would do well get a copy of;
'From Passion To Pefection' by Richard Adatto, one of my favourite books.

R-R never approved of this particular design because it changed the radiator and grille - but I reckon it's worth the change to get those lines. I love the precise line - the smooth sweepback - to me it is almost orgasmic.

They could be pop up headlights, the late 1930's Cord 810 had them and, if I'm not mistaken this particular car was rebodied in 1947. So the technology was no longer 'new'.
